Principal Legal Expert at the ECOWAS Regional Electricity Regulatory Authority (ERERA). He has been prominent in the establishment of ERERA since its initial stage, and has been heavily involved in the drafting of the regional regulations and policies adopted to date for the establishment of the West African Power Pool (WAPP) including ECOWAS Energy Protocol, WAPP Conventions, Constituent acts of ERERA and the Regional Electricity Market Rules and Procedures. Before joining ECOWAS, Mr. BANGOURA was Legal Adviser to the Minister of Energy of the Republic of Guinea, where he built up a practical experience at the national and international levels on energy policy issues, and in the negotiation and drafting of international laws relating to electricity projects and in the field of cooperation on international rivers. Previously, Mr. BANGOURA had a career as a Senior Executive at the Central Bank, and was responsible for Tax/Business Law courses at the University of Conakry. As a Specialist in Business Law, he has over 27 years of experience in the finance and energy sectors.
