Dr Haliru Dikko is the Council Member-Economist at the ECOWAS Regional Electricity Regulatory Authority (ERERA), in Accra, Ghana. Prior to his present appointment by ECOWAS, he was the General Manager and Head of Market Competition and Rates Division of the Nigerian Electricity Regulatory Commission (NERC), Head of Tariff and Rates Regulations and Head of Renewable Energy, Research and Development Division. He was part of the pioneer staff of NERC, established in 2005.

Dr. Dikko before joining the energy sector, worked in the banking industry for over seventeen years.

Dr. Dikko has led many discussions and presented research papers on investment, electricity tariff and market reforms. He was an adjunct lecturer in Electricity Economics at the University of Ibadan, Nigeria and a visiting Senior Lecturer at the Department of Economics, Usmanu DanFodio University Sokoto.

Dr. Dikko holds a PhD in Economics from the Usmanu DanFodio University, Sokoto and an MBA from the Ahmadu Bello University, Zaria, Nigeria.  He is a fellow of the Chartered Institute of Bankers and Certified Regulation Specialist.
